The Vicenary Ports Pact upon the Seven Seas

In the estimation of the seafarers, the ideas of  kingdom and border and fealty are overrated. To them, all that matters is the fulfillment of contracts. The movement of cargo and passengers from one port of call to the next is the highest law. Piracy is the greatest breach of it. Between the various port cities is where fortunes are won and lost, one nautical mile at a time. The only governance such men tend to recognize are the ruling authorities of the various ports.

To promote trade and to establish a common set of rules, the Vicenary Ports Pact was negotiated between twenty recognized cities the world over. The Pact creates a loose confederation between the cities and establishes a charter to govern their agreed upon Law of the Sea. The Pact provides a means to pay tariffs that are due inland. It also establishes a way to insure cargo, to certify bills of lading, and a way to negotiate fees with the guilds. The Vicenary Ports Pact also establishes a small navy (and a corps of marines) which can be augmented with privateers. The latter type will operate under letters of authority to conduct reprisals, if necessary.

This system of governance is influenced heavily by the Satrapies of Southrun, from which it draws both its inspiration and its reverence for free trade. Not surprisingly the Seaman's Argot (the thieves cant of the sea) is influenced heavily by the Dahlese language of Southrun. All documents, charters, and licensing is written in the Argot.

The Pact is administered by the Vicegerents (representatives from each of the ports) who are headquartered in Sabaha and act from high atop the Ivory Tower. There the twenty men and their various undersecretaries administer the Pact and command the Vicenary Navy and Marines.

Each port has a local authority vested in the Viceroy whose job it is to receive a bills of lading and to grant a clean bill of health to ships, and his Vice-admiral whose job it is to command the local fleet of the navy and the company of marines, and his Vicereine, whose job it is to dedicate ships.

Battle Song of the Fell

The Urgamesh were a tribe who apparently worshipped the elemental powers of one they called Mother Earth, along with her sons, Wind and Fire. Their unnerving repetitious chant was heard by all at the Battle of the Black Princes in 3012ey. However, it was preserved as nothing more than a beat or cadence with nonsensical grunts by the Northruner skalds who were there. Those skalds passed it down in their oral histories -- mostly to bring color and fear to their audiences at the appropriate time.

Apparently the Urok had a greater audience than anyone suspected. The song was also adapted by several goblin hordes. In 4224ey, animated with a religious fervor, goblin armies returned with the so-called Chanters' War. They believed that the endless repetition of the chant rendered them all but invulnerable. 

Again at the Battle of Wanderhalt 5284ey, Northruners fought alongside of Westruners against goblins. Over a period of six days, this song was heard time and again. The skalds were dumbfounded to hear the same battle cadence they had preserved, and when it was over, had the lyrics translated. Learned Westrun sages gave them the true words and their meaning from the Fell Speech.

In practice, the first two verses are sung by lonely voices in their vast horde. Perhaps one in one hundred are singing, while the rest are quiet. The third verse is joined by all and at the conclusion of it, the horde surges forward attacking. The final chants are made until the battle is won or they are beaten off.

The Coin Barns of the Oxmen

The common name for those buildings in use by the most popular banking system in Erenth, the Coin Barns are administered by a peculiar society in league with Church in Westrun, and are under the protection of the famed Oxmen. The Coin Barns are the clearing houses for most writs the world over. They charge a 1% fee for those transactions.

Deposits and withdrawals can be made at locations in

The Coin Barns will take any deposit of any coinage. Withdrawals can be made at any location, but they are not allowed until a 90 day waiting period has elapsed. After that initial waiting period, amounts can be withdrawn on any Firesday, after notice has been given on the previous Moonsday.

For some, the greatest service that the Coin Barns offer is to vouchsafe (by the honor of the Oxmen) the average size of their depositors accounts per annum. Far from being seen as a breach of privacy, this actually allows nobility and other institutions to determine how credit worthy their potential customers and trade partners are.

Villains of the Dark



All members of the guild are proficient in blind fighting. The Villains are considered masters of night operations and are sought after above other guilds for their subterfuge. Members of the guild are often spotted wearing a mask or piece of cloth over one eye. Some members have been known to tattoo their bodies with deep blue or blank inks in order to increase their ability to hide in darkness.

The Villains are primarily an irregular company when fighting in formation.

The Colonello of the Villains is Chet McGrath. Rumor has it that he was a street urchin that grew up in the under city and did not see the light of day until he was 14.

The Guildhall is located in the city of Bolden with limited access from street level. Most of the hall is located underground and has many secret passages.

Bastards of Bolden

 

The Bastards are primarily a heavy infantry company when fighting in formation.

Sworn Brothers of the Canon


The chapel of this peerage is located in the city of Bolden in the kingdom of the same name.

The Sworn Brothers of the Canon are an independent Peerage who operate largely outside of Church organization. They have taken a three fold vow of poverty, chastity, and humility.

In keeping with Canon 31, the Brown Brothers have as their spiritual leader the Sworn Sister Aegrith -- a Northrun healer and reputed Druidess. In general, they take the Canons of the Faith as their rule and guide, but do not hold to the hierarchy of the Church itself.

In order to qualify as one of the Brown Brothers, the members must have been cleric in the church of Westrun, and risen to the level of Vicar (8th level) before switching classes and becoming a Paladin. At third level they would be eligible to join the peerage.

When not armed and armored, the Sworn Brothers look a great deal like Monks. They go about in brown cassocks with simple knotted ropes for belts.

The symbol of the Peerage is a book with a superimposed sword.

The History of Alacan II


This is the history of Alacan II.

Alacan II of Menea was sentenced to the High Throne in 5030ey succeeding Gelder V.

A man known to be braver than he was wise, he was a foolhardy king who attempted to fight off a massive invasion of the united Northruners under the Barbarian King Brosas. He was slain in single combat against a giant, depriving both the High Throne and the Throne of Menea of their occupant.

The victory of Brosas meant the sack of Bolden. The ensuing Great Fire which afflicted that city is said to have burned for ten months and a day.

Alacan sired six children, and four sons. He ruled for only four years of his first sentence before succumbing to the giant's axe. He was succeeded by Gregory.

College of Serten

The College of Serten is located in the Capital City of Bolden, in the Kingdom of the same name, which is one of the Eight Kingdoms in the Land of Westrun.

Serten is a member of the White Council.

The Primus of Serten is Aymener. His students wear blue robes with gold and red hoods.

The Oxmen give the college a credit rating of 23 gold bars.

City of Bolden

Located in the Kingdom of Bolden in the Land of Westrun, Bolden is the capital city of that Kingdom and the domain seat of the King.

Bolden is often called the gateway to Northrun, though the wall lays some three days travel to the North. It is surrounded by fields of squash and beans, but also for its vast dairy herds and fields of planted feed oats. Bolden is a well-known market for milk, yogurt and cheeses, but also for squash and beans. To a lesser degree it is known for its lobster and crab fisheries.

The city is home to 40,000 citizens, it sits upon the highest of the Six Sisters -- large man-made hills whose origins have been obscured by history. It is like a stone rectangular crown upon that hill, which overlooks the wide slow-moving river that leads through the city's port and out to the sea.

Bolden is a port city and the last stop before one sets sail for the Free Provinces, or for Eastrun. It is not uncommon to see people of Northrun extraction there.

It is home to the Geldorf family of old, including Harold Geldorf, Steward-king ruling on behalf of his young cousin. It is also home to Serten the wizard. Sages Harafir, Khaherdin, and others.

Magister Serten

Member of the White Council.

Once a prefect like Otto, Serten left the Church of Westrun and became a powerful wizard in order to defeat a growing darkness that he felt was rising in Westrun. For his defection and his relentless machinations, he has been labeled a deceiver.

Auric Glimmerscale

Auric Glimmerscale is a cartographer and geographer of good repute. His chief rival in the area of cartography would be the Bayburry school. But where that institution is chiefly known for sea charts, Glimmerscale maps are well known for the landbound accuracy and reliability.

Auric winters in Treft and Summers in Bolden. A Glimmerscale house can be found in each and even when he is not present, his best students always are.
